Kate Allan studied at the National Gallery of Victoria Art School from 1889 to 1896, and later at the Working Men's College with Jane Sutherland. In 1902, she was among the founding members of the Students' Art Club, alongside Daisy Stone, Tina Gowdie, Anne Gates, Ella Thorn and Henrietta Maria Gulliver. The group later became the Melbourne Society of Women Painters and Sculptors, of which Allan remained a longstanding member.
Allan painted both landscapes and still lifes, and was particularly recognised for her flower paintings. She continued to exhibit well into later life, and in 1959 she was believed to be the oldest living member of the Society.
