The very pleasing antiquarian pattern almost certainly originated with the London silversmith Francis Higgins, renowned in the Victorian period for its fine original flatware patterns. Upon the closure of that firm in the early twentieth century, many of its designs (and craftsmen) were, at the request of Garrard & Co., adopted by C.J. Vander Ltd and continued in use in collaboration between Vander and Garrard.
